Most linguists would not say that culture is behind all of linguistic diversity. Are there cultural reasons why one language should have wh-movement while another doesn't? Or why one language should have an articulated case system while another doesn't? Unlikely.

An analogy with Drift also doesn't seem apt since it doesn't seem to be functional boundaries that limit the variation we see in language. Its this lack of any other explanation that has led to the conclusion that the boundaries for variation must be biological in nature.
